A: Definitely Bethlehem. That’s where Matthew has them living at the time.
The story of having no room at the inn comes from Luke, and the two gospels do not always harmonize.
One theory is that “house” is not a good translation, and that “village” would be better. That would help those uncomfortable with two different interpretations in two different gospels.
