I think my confusion arises because both this wedding and SCAP are liturgies presided over by a deacon. That is, if a lay person would not proclaim the Gospel at a SCAP presided over by a deacon, presumably because a deacon was present, is that also true at other liturgies led by a deacon? You see what I mean? (Of course with the understanding that a lay person wouldn’t preside at a wedding. But I don’t see how this comes into play.)

A: SCAP 195 says explicitly “A Deacon proclaims the Gospel in the usual manner.”
OCM 90 says, “The Liturgy of the Word follows in the usual manner.” It does not make any direct reference to DAPNE, which does not forbid non-Catholic readers at services outside Mass.
SCAP is a liturgy of the USCCB. It does not have the same universal editorial history as the OCM. You can expect some imprecisions and some resolutions to local concerns.
It’s hard to imagine a situation when a non-Catholic minister would proclaim a gospel at SCAP. So that ritual book isn’t thinking about ecumenical variations to the norm.
I would not look to SCAP for precedents applicable to other liturgies.
