Apostolic blessing

Q:  I understand that the local ordinary may bestow the apostolic blessing with plenary indulgence within his own territory three times a year. On the occasion of the conclusion of a diocesan jubilee year, is it possible for the local bishop to grant permission to his church pastors to offer this blessing using the form given in the Ceremonial of Bishops?  If so does it carry the indulgence as well?

A:  It’s a clever idea, but there is no provision for it. The bishop alone offers these blessings, and even he is restricted to three times a year, using the formulary in the Ceremonial of Bishops. He could do it at a diocesan celebration to conclude the jubilee year, but he cannot apportion it to parish priests.
