Also, I presume you mean the second paragraph of Norm 12:12.2: “If a priest is unavailable, Holy Mother Church benevolently grants to the Christian faithful, who are duly disposed a plenary indulgence to be acquired at the point of death, provided they have been in the habit of reciting some prayers during their lifetime; in such a case, the Church supplies for the three conditions ordinarily required for a plenary indulgence.”

A: Thanks, I wasn’t too clear there. Additionally, I don’t know where I got Norm 28, thinking Norm 18 was wrong, because Norm 18 is what I was quoting. It’s from the Apostolic Constitution Indulgentiarum Doctrina, where Paul VI quotes canon 468 of the 1917 code (obviously not the current code) to say how the indulgence is normally given.
Regarding the norms, we’re quoting different documents. You’re citing the Manual of Indulgences, an English translation of the fourth edition of the Enchiridion of Indulgences, which does offer the helpful quote you supply at 12.2 among its Concessions.
