A: You may transfer the observance of the parish’s patronal day to a Sunday in Ordinary Time. In the front of the missal, see the Universal Norms for the calendar 52c and the Table of Liturgical Days 4a. The Exaltation must be observed as a solemnity at any parish called Holy Cross – including a 3rd reading and the creed. So transferring it to Sunday is the simplest solution.
You need no special permission to transfer the feast. The permission comes right from the missal.
