Last rites for a non-Catholic

Q: Thanks for providing this service!  I learned tonight that “the” Mr. Rogers, a Presbyterian minister, received last rites from a Catholic priest who was a friend of his.  Does this mean that priests can give “last rites” separately from Viaticum or Anointing?

There is no section of any liturgical book called “last rites”. But people keep using the expression. A priest may anoint and give communion to a non-Catholic only under the provisions of the Directory for the Principles and Norms on Ecumenism.
