Q: Recently we watched a livestream Mass from a parish in another State. The pastor replaced the Prayer of the Faithful with a “Litany of Sorrow.” Does the Church permit replacing the Intercessions with such a litany?

A: I guess you could make a case for it. In the ordination rites, a litany of supplication is offered, invoking many saints and listing a number of specific petitions. At an ordination Mass, the Prayer of the Faithful is omitted, presumably because of the Litany.
But it is an exception and not a good policy.
The guidelines for composing the Prayer of the Faithful are in GIRM 70. The litany you experienced does not completely fulfill these purposes.
