What is the appropriate Liturgical environment for Evening Prayer? Paschal Candle or no?

The rubrics for the Easter Vigil conclude with this notice (#70):
“The paschal candle is lit in all the more solemn liturgical celebrations of this period”
In my view, that includes evening prayer.
