Q: Our bishop prays the collect, prayer over the gifts, and the final prayer in both languages represented by the congregation; even if the number of one culture is almost nil. Is this not correct in light of the missive you sent out regarding a recent question about bi-lingual/multi-language liturgies.

According to the USCCB, https://www.usccb.org/prayer-and-worship/the-mass/frequently-asked-questions/guidelines-for-a-multilingual-celebration-of-mass, B. 1. b., the invitation to pray the collect may be given in diverse languages, but the collect is recited once entirely in one language. The same would logically apply to the other presidential prayers.
