Q: In regard to the final blessing, you might make note of the Introduction to the Order of Mass #146, final bullet point, where it says, “These various forms of blessing conclude always with the Trinitarian formulary, during which the priest with his right hand traces the Sign of the Cross over the congregation as they make the Sign of the Cross on themselves.”
I know the IOM does not have the juridic standing of other documents, but it at least is an explicit statement about the matter and what the USCCB Committee on Divine Worship thought was the common practice at the time it was written.
