A: The legislation is in GIRM 339, and it may change depending on what country you’re in: “In the Dioceses of the United States of America, acolytes, altar servers, readers, and other lay ministers may wear the alb or other appropriate and dignified clothing.”
In the US, lay ministers have permission to wear the alb, but they are not required to.
