I have read and heard about the practical or spiritual traditions of the alb covering the entire clothing of the minister (and wearing an amice if needed as per the GIRM) so as to cover the “secular” life, clothing oneself in Christ, the garment of Baptism, etc. I am wondering the reasoning as to why this is not required when the minister wears a cassock and surplice (specifically when serving Mass)?

Often the missal gives a directive without explanations. This one probably has to do with tradition. A surplice is basically a short alb, so wearing an alb with a surplice would be redundant.
