I have been asked if the Alleluia intoned three times after the Epistle reading at the Easter Vigil must use the chant provided in the Roman Missal. My question for you is: may a less elaborate chant be used as long as it is intoned three times, includes the assembly, and the pitch is raised at each intonation?

You are not restricted to the chant in the missal. The missal provides chant settings for the Holy, Holy, Holy and for the Lord’s Prayer as well. We are free to use other settings of these and other parts of the Mass.
