Concelebrant and master of ceremonies

Q: I have three related questions:

1. Is a master of ceremonies a concelebrant? Sometimes we see a master of ceremonies putting on the stole to participate in the Eucharistic prayer and to receive communion.

2. The Ceremonial of Bishops no 36 says that “within a celebration, a master of ceremonies who is an ordained deacon may wear a dalmatic and the other diaconal vestments. Does this apply also to an ordained presbyter? Can he wear a chasuble and other presbyteral vestments while being master of ceremonies.

3. Can a lay person be a master of ceremonies or it is reserved for ordained ministers?

2. I would say yes, but the presumption is that this is not an MC who temporarily becomes a concelebrant, but a vested concelebrant who also serves as the MC. Here’s a previous post: https://paulturner.org/stole-for-communion/ and here: https://paulturner.org/deacon-vesture/

3. The CB describes the master of ceremonies in 34–36. It never says the MC must be an ordained minister. Not sure about your country, but there are examples here in the US and in other countries of laypersons—both male and female—serving as masters of ceremonies.
