Q: Are there any other times during the year (besides Dedication anniversary and titular saints annuversary) that the Dedication candles are lit? And in lighting them do we follow the vigil approach (that is, lighting them starting the evening before)?

Regarding the vigil, yes. If you are going to light them on a solemnity during the day, then you light them for the same mass the preceding evening.
