Mass outside of church

Q: This year 2nd Sunday of Mass is March 17 , also the Feast day of St Patrick.  I noticed that some communities are having Sunday Mass in some unusual places, like in an Irish Pub , followed by a breakfast.  Is permission needed to have Mass outside of the church?  What about other situations like outdoor masses such as ones celebrated in cemeteries on Memorial Day, or home masses?

A: I consulted a canonist on this. He directed me to Redemptionis sacramentum 108:

The Place for the Celebration of Holy Mass

[108.] “The celebration of the Eucharist is to be carried out in a sacred place, unless in a particular case necessity requires otherwise. In this case the celebration must be in a decent place.” The diocesan Bishop shall be the judge for his diocese concerning this necessity, on a case-by-case basis.
