Using a tablet during Mass

Q:  I recently attended Mass at a church where the priest used a tablet during the entire Mass.  It was distracting because  he was constantly scrolling through the pages.  He only looked at the congregation during his homily and the final blessing.  He also couldn’t raise his hands in the orans because he had to hold it or scroll through it when he placed it on the altar.

Has there been any official ruling about using a tablet in this way?

A:  There is no official ruling, but various conferences of bishops are taking up the question and developing policies. New Zealand is the only one I know that formally has asked priests not to use them.

In principle, I’d be OK with a tablet instead of a missal for a number of reasons, but right now we aren’t supposed to celebrate mass that way.
