Weddings on a Solemnity

Q: What is the answer, and where is it stated clearly about:

1.  whether or not a wedding can be celebrated on a Solemnity that is not a Holy Day of Obligation (in this case, Sacred Heart of Jesus or Nativity of St John the Baptist June 23/24).

2.  if the sacrament of matrimony is allowed to be celebrated, can the couple choose alternate readings since they are not incorporating it with a parish Mass?  

I tried to find it in the Lectionary for Ritual Masses and online, but saw differing or unclear (to me) answers. Thank you!
