Receiving a baptized person into full communion

Q: As a priest for almost twenty years, I am embarrassed to ask this. But here goes. When receiving a baptized person (Protestant) into full communion with the Church, I know that the other two sacraments of initiation (Eucharist and Confirmation) must be celebrated at the same time. However, I am left with these questions. Once it has been judged that the person is ready for this step, 

1. Can this be done at any time of the year?

2. Does the priest need any permissions from the chancery?

A: You are not alone asking this. You may do it at any time of year. And you do not need permission.
