Q: When is the stole supposed to be used outside of Mass. When the bishop is laying a foundation stone before the building of the new Church, are the priests supposed to wear albs and stoles? If there is a gathering of priests outside the mass for any celebration, are they supposed to wear the alb or cassock and stole?

A: Ceremonial of Bishops 66 says priests “who take part in a liturgical service but not as concelebrants are to wear choir dress if they are prelates or canons, cassock and surplice if they are not.”
But, depending on the circumstances, a priest may not be taking part in the liturgical service in such a formal way. He may then wear his clergy suit. The Ceremonial by definition does not address that situation.
